Today I was reading some articles and found a wonderful topic. So I though, it could be our Group Discussion Topic and I selected this. The topic is “Uttarakhand flood disaster- Act of Human or Nature”. In last month of July 2013, we witnessed of the deadliest flood in North India that ruined more than 5000 lives and many bridges, houses, hotels. As I have not visited to Uttarakhand yet I want to support the fact that we can’t help when Natural acts come into picture. I want to speak in favor of Natural Act.
Earlier I thought of speaking against Nature and was trying to blame Human but after reading an article in Economics Times, I changed my mind and found some crucial points which I want to put today.
Uttarakhand: “Devo ki Bhumi” means ‘The land where God lives’. The state is full of natural resources like water and there are many temples as well. The main source of income for this state is Hydro Power and Tourist. The flood we are taking about is of June 2013. It claimed many lives. More than 5000 are feared dead or missing. Many dead bodies came floating in Ganga River. It damages an estimated property of 3000 Crore, which include infrastructures like Roads, Bridges, hotels and many villages. People are blaming Human Act. We people think that Government makes Dams, Drill Mountains to make tunnel and roads, which weaken the mountains and landslides happen, true and they have to. We use electricity which is essential for us. If we oppose the Government decision on dams, then we should stop using electricity. We argue that we can make Solar Power station but it requires lot of barren land and an army of workers to clear the plate regularly, which it costly.
1st point that people make is about dams. They use to say that dams caused the flood. Indian states like Uttarakhand, Arunachal Pradesh, and Himachal Pradesh are full of water resources. Their geographic strictures make human easy to make dams and the current or fall of rivers are also very high enough to produce electricity naturally. The job that remains is to divert the river, to pass the water through tunnel where machine or turbines are situated. For that we drill mountains and that can cause landslides. Very true, but we have to. The demand of electricity is increasing day by day. We are becoming hungry for electricity and government has to provide it.
2nd point that comes into picture is that making roads and other infra cause the flood. If you look at Uttarakhand, you will find that even today 40% (ET Jul 13) have not roads. They are inaccessible. So making roads is not harmful for people. They are a part of development. We have to connect all villages to nearest major cities so that they can remain in contact of best facilities like Hospital, Education or government offices.
At last I want to say that if we want development we have to pay for it. Even developed countries like Japan, Ukraine witnessed Nuclear Disasters which are more dangerous than Natural Flood. Flood damages property for once but nuclear disaster for forever. Everything has it pros and cons. So human should do all kind of essential things, which are necessary for development but with precaution so that we can avoid such calamities.

1. Recent crisis in Uttarakhand (UK) was an anticipated conclusion by all well wishers of the state. Tourism, where brought wherewithal to our people also is of a seasonal in nature and have resulted into excessive use of road space, pollution and environmental degradation. To mitigate the hardship of the people through better and regular source of income, it was found better to integrate hill economy with the mainstream of the national life. To achieve that aim of Providing Urban Facilities in Rural Areas (PURA), Strategic Action Plan- SAP codename (JAGRITI) was submitted as a development model. The political class found no merit in it because it would have ultimately weaned away their paid constituency from them. The SAP (JAGRITI) was first submitted to Shri KHANDURIJI, within one week of his being anointed as the CM of the state. When nothing happened under BJP, then the people of the state looked towards Congress and returned all five MPs from that party to the Parliament with a hope that Congress will implement SAP (JAGRITI), there also nothing happened to the fate of SAP (JAGRITI). Although, through General Election-2009, we gave every thing that we have to Congress Party, but there is no response from them till date. We will feel grateful if through your good offices something can be done to mobilize the political class, who otherwise are busy inventing Redistribution theory of Dr. Amratya Sen and sufferings of the people of UK and reconstruction of state as per SAP(JAGRITI) , being a small state has been accorded no priority.Therefore, it compels me to write to your good offices for relief and rehabilitation work in the state to be undertaken at war footing, with clear cut charter of duties. We feel that the CM must establish himself at GAIRSAIN, as from DehraDun that sense of belonging to his populace is missing in him and his administration. DehraDun being located at the western edge of UK is nearer to Haryana, Punjab ,Chandigarh, New Delhi and UP. For efficient discharge of duties, in this mountainous and riverine terrain country of UK, the CM needs to position himself at a central location, from where all four corners of the state are almost equidistant , which DehraDun does not offer being located at a flank. Again, to rebuild UK, a separate organization called engine of progress is required to be energized from the PMO office in NCR DELHI. This two prong attack will reduce the hour of agony of our helpless people of UK. The political synergy at the state and Centre level is favourable till the next general election held in2014, when atleast1/3 of the first four priorities of SAP-(JAGRITI) can be comfortably implemented.

ORGANISATION FOR RECONSTRUCTION OF UK: UTTARKHAND DEVELOPMENT AUTHORITY(UKDA)_- As a follow up the PM’s high powered conference with various ministries, it is expedient that an apex organization like UKDA is sanctioned under the authority of the Government of India, to rebuild UK of our dreams, that is to say, of Providing Urban Facilities in Rural Areas(PURA), model as submitted with a code name –Strategic Action Plan SAP (JAGRITI). Its apex body be located near PMO Office in New Delhi and satellite office at GAIRSAIN to execute all 24 priorities of the plan.Its Delhi office has to be under the most revered leader and sons –of- the – soil- Shri HARISH RAWATJI and GAIRSAIN under his trusted lieutenant. Task is to get the help from all sources to build the infrastructure at the earliest as the government of the United States of America and organizations like UN,IMF,ADB and others have volunteered to come to the aid of India in general and UK in particular. As on date, the political synergy is straight and un -disturbing, but what will emerge after the General Elections-2014 is difficult to predict at this stage, hence why delay? The CM be spared exclusively from the areas of ambit of UKDA function; so that he can devote totally with the tasks of relief, rescue and normal administration of the state. The CM could visit the site office of UKDA at GAIRSAIN, to be briefed and help removing bottle neck(s) in implementation of SAP-(JAGRITI), at regular intervals. Reconstruction if could be entrusted to UKDA only so that areas of responsibility , accountability are clearly demarcated and co-ordinated and no two persons are doing the same work, is our humble submission. UKDA site office at GAIRSAIN will eventually be converted into the permanent capital of the state, will boost the morale of the people who have lost so much in this tragedy.
